Dear Sir,

I am also constructing a farm house currently and the foundation is at 2 feet depth and 2 feet above ground. Mine is RCC sloping roof. In your case 1.5 ft is good enough. But pl. make sure the soil is not loose at the bottom. You can go for random rubble dry wall construction for foundation to cut the cost.

See newbielink:http://kerala-houseconstruction.blogspot.in/2010/02/foundation-rubble-work-for-house.html [nonactive] for details.

You may be able to avoid the lintel, if you go for 8" load bearing bricks. Pl. talk to an engineer to confirm.

There is no rule like that.  You have to dig the soil till you get enough hard soil.

Test:  Throw crow bar/ Gadabare from a height of 3 to 4 feet if wouldn't penetrate more than 3" to 5" then it is called good enough to start pouring PCC.
